…I CONSOLI E LE PREBENDE…
I consoli e le prebende
In Emilia-Romagna tanto dobbiamo agli antichi Romani. Se il Console Marco Emilio Lepido , che realizzò la Via Emilia già nel II secolo a.c., fosse ancora vivo, ne sarebbe orgoglioso. O incazzato, dipende. Orgoglioso perché la sua opera prima, la strada, è ancora attuale ed un caposaldo della nostra viabilità regionale. Sopravvissuta ai bombardamenti degli eserciti ed alle varianti urbanistiche degli amministratori locali. Un bel risultato, senza dubbio. Incazzato, perché di tutti i termini della nobile lingua latina quello che è rimasto più in voga in Regione è uno solo: prebenda.
Parola difficile, ma non per i nostri politici. Sul vocabolario,alla voce “prebenda” leggiamo: “rendita stabile da un beneficio”; dal tardo latino “elargizione, contributo”; nel suo significato esteso indica “guadagno, lucro”.
L’etimologia della parola colpisce nel segno, non tralascia nessuna sfumatura.
Non serve più il vecchio ufficio di collocamento, ora centro per l’impiego, fulcro dell’interscambio di domanda ed offerta nel mondo del lavoro. Scordiamocelo, è superato. Ai nostri politici regionali basta sfogliare un altro elenco, non quello dei veri bisognosi, disoccupati o cassa integrati. Ma quello dei simpatizzanti o tesserati di partito.
I quotidiani locali riportano dettagliati elenchi di questo o quell’incarico, negli ultimi mesi debitamente affidati da alcuni consiglieri regionali uscenti, con certosina precisione, a questo o quel personaggio, spesso o quasi sempre dello stesso colore di appartenenza. Assunzioni e consulenze a carico della Regione, tutto a nostre spese. Politica all-inclusive, dai viaggi ai Caraibi con l’amante al seguito ed il manuale Cencelli nel bagaglio a mano.
Prebende? Tutto legale, per carità. Ma di tanto in tanto sarebbe meglio ricordarsi anche della parola “decenza”. Questa non abbisogna di vocabolario, tutti noi ne conosciamo il significato. Ed anche il limite.
Ah cari Romani antichi, quanta sana democrazia abbiamo ancora da imparare dal vostro ordinamento repubblicano: i vostri Consoli rimanevano in carica un anno, ed i cittadini alla fine del mandato potevano chiamarli a renderne conto.
Il nostro attuale “Governatore” invece, in carica già da un decennio, si ripresenta per un altro lustro. Ancora un mandato, il terzo.
Come nell’antica Roma, finita la repubblica, è in arrivo l’età imperiale.
