E’ ora di uscire da Hera
Hera è una società quotata in borsa, associata a Confindustria, che persegue, legittimamente, l’aumento degli utili e dei profitti aziendali. Nel consiglio di Amministrazione di Hera sono presenti anche rappresentanti della Pubblica Amministrazione, come ad esempio il Comune di Riccione.
Questo sistema genera un inevitabile conflitto di interessi: da una parte gli interessi dei cittadini-utenti, e dall’altra quelli di un’azienda, Hera, finalizzata al conseguimento del maggior profitto.
In una tale situazione, l’Amministratore non tutela il cittadino, essendo parte integrante di Hera.
Per poter ristabilire gli equilibri, in cui la Pubblica Amministrazione sia in grado di esercitare il potere di controllo sul gestore dei propri servizi, è necessario che il nostro Comune si svincoli dal monopolio Hera, recuperando in questo modo la libera contrattazione con altri gestori per ottenere i migliori servizi ai prezzi più equi.
Ad oggi Hera è presente in quasi tutti i servizi fondamentali per la collettività:
Il depuratore
Ad oggi possiamo dire che il servizio erogato da Hera in materia di depurazione delle acque non risulta essere efficiente. Da quando la gestione è passata in capo ad Hera, le emissioni maleodoranti sono aumentate, probabilmente a causa di una poco efficiente manutenzione.
Una città come Riccione, che vive di turismo, non può permettersi di avere, proprio nella zona residenziale, gli sbocchi di un depuratore che oramai serve metà provincia.
Esperti del settore considerano l’attuale depuratore mal localizzato, in quanto troppo vicino al mare (cosa di cui siamo tutti molto consapevoli, soprattutto in estate), mentre una delocalizzazione nell’entroterra permetterebbe una migliore gestione dei picchi di apporti dei reflui.
L’inceneritore
L’oramai annoso problema dell’inceneritore “alla porta accanto” è ben conosciuto a tutti i riccionesi. Purtroppo il nostro Comune paga la vicinanza geografica al Comune di Coriano, dove è fisicamente localizzato l’impianto, sopportandone per intero il carico inquinante, senza beneficiare nemmeno degli indennizzi previsti, che però sono riconosciuti solo al Comune dove è effettivamente situato.
Questa è una battaglia per noi storica, che continueremo a perseguire finchè l’inceneritore non sarà definitivamente delocalizzato.
Ad oggi Hera ha comunque intrapreso lavori di ampliamento dell’impianto, ritenuto comunque obsoleto, senza mostrare apertura verso la valutazione di nuove metodologie meno inquinanti, da noi proposte, come ad esempio il trattamento meccanico biologico, che risulta essere sicuramente meno pericoloso per la salute, ma anche molto poco redditivo per Hera.
Per lo stesso motivo Hera non ha mai incentivato la raccolta differenziata, in quanto il business della multiutility si esprime proprio attraverso l’incenerimento.
Il nostro obiettivo è riportare il controllo dello smaltimento dei rifiuti nelle mani dell’Amministrazione Comunale, in modo da poter potenziare la raccolta porta a porta e quindi avviare politiche a favore di quei cittadini “virtuosi” che contribuiscono alla raccolta differenziata per esempio con incentivi premiali tipo sgravi sulle bollette o il passaggio alla tariffa.
Costo dei servizi pubblici
Svincolandosi da Hera, l’Amministrazione potrà bandire gare pubbliche per il servizio dell’illuminazione pubblica. Oggi per questo servizio il Comune di Riccione paga ad Hera circa 1.600.000 euro all’anno. Invece aprendosi al mercato con saggezza e creatività si potrebbero realizzare significativi risparmi su questi costi collettivi. Per esempio una nota ditta italiana di illuminazione ha proposto l’installazione di lampade a basso consumo con costi ridotti per le pubbliche amministrazioni.
Inoltre, la società Hera, per risparmiare i propri costi ed aumentare i profitti, ha centralizzato i servizi tecnici dell’acquedotto e della fognatura, con grave aggravio per i cittadini che devono spendere tempo e denaro per raggiungerli: una ulteriore tassa occulta. Questo disservizio deve terminare e riportare gli sportelli vicino al cittadino-utente.
In sintesi bisogna uscire dal monopolio di Hera e mettere a bando i servizi pubblici locali come richiede la legge senza favoritismi e con gare regolari
