Una squadra al servizio del cittadino
La nostra amministrazione comunale sarà composta da dipendenti motivati e responsabilizzati che formeranno una squadra, affiatata col Sindaco, capace di dare ai cittadini risposte chiare ed esaurienti, cercando di eliminare la burocrazia inutile e minimizzando le inefficienze. Sarà introdotta la figura del Direttore Generale (con funzioni di city manager), allo scopo di evitare l’attuale situazione, anomala, per cui i dirigenti sono valutati dal potere politico (è il sindaco che dà le pagelle). In questa situazione l’amministrazione tecnica non è indipendente dalle pressioni politiche, come invece disposto dalla famosa riforma Bassanini.
In questa ottica è improrogabile la necessità di riorganizzare la struttura comunale con diminuzione del numero dei dirigenti.
Saranno riattivati, su base volontaria e senza gettone di presenza, i consigli di quartiere con funzione di consultazione ed elaborazione di proposte.
Solidarietà con i più deboli e sussidiarietà
Forti dei principi di solidarietà, difenderemo strenuamente i più deboli specialmente in questo periodo di crisi. Vogliamo una città in grado di aiutare chi è rimasto indietro e trova difficoltà ad inserirsi nelle strutture sociali. Nell’erogazione dei servizi a domanda individuale sarà data precedenza ai cittadini riccionesi, e saranno affrontate eventuali criticità con il coinvolgimento in spirito sussidiario delle varie associazioni di volontario operanti nel sociale, e con le quali saranno stipulate specifiche convenzioni.
Unità delle sedi sindacali
Per favorire l’accessibilità alle associazione che difendono i diritti dei lavoratori, l’amministrazione favorirà una soluzione unitaria della sede per i sindacati più rappresentativi (CGIL, CISL, UIL, UGL) così come avviene nel Comune di Rimini.
Informatizzazione
L’accesso alle nuove tecnologie è diventato un diritto di tutti. L’amministrazione organizzerà corsi serali gratuiti di alfabetizzazione informatica. Sarà istituita la figura del tutor (Mister Bit) dell’implementazione privata delle nuove tecnologie in maniera che tutti le possano utilizzare da casa propria con profitto ed efficacia. Contestualmente sarà lanciata una campagna informativa sui tanti servizi usufruibili tramite internet (comunali, sanitari, bancari) e che permetteranno una notevole riduzione degli spostamenti e del traffico. Sarà introdotta la tecnologia Wi-Fi (senza fili) a tutta la cittadinanza ed in particolare nei parchi cittadini.
Terza età ed handicap come risorse
Una città vicina ed attenta agli anziani, ai disabili ed ai nuovi poveri che sappia valorizzarli ed inserirli pienamente nel tessuto sociale attraverso forme gestite dall’Amministrazione (biblioteca, centralini vari, progetti scolastici etc..) ma soprattutto convenzioni di sussidiarietà orizzontale con le varie associazioni di volontariato impegnate nei diversi settori. Per gli anziani è fondamentale la socializzazione, oltre alla loro salute, per cui, per agevolare momenti di incontro e condivisione potranno essere organizzati programmi di ginnastica dolce mattutina da farsi all’aperto nei parchi cittadini o in spiaggia nel periodo estivo, iniziative comuni e momenti di aggregazione. Per le condizioni di disabilità sarà istituito uno sportello che funzioni come centro d’ascolto e d’indirizzo. Sarà presa in forte considerazione la possibilità di riportare in capo al Comune la gestione dei servizi oggi “delegati” all’Ausl.
