Il lavoro e l’impresa
Tra le motivazioni dell’attuale crisi economica, emergono due temi ben definiti: da una parte la mancanza di regolamentazione dei mercati finanziari e dei fenomeni di globalizzazione, e dall’altra invece una eccessiva regolamentazione dell’attività d’impresa, che ha creato vincoli troppo stretti dove invece era necessaria maggiore libertà e flessibilità.
Anche a livello locale è possibile agire, riequilibrando queste leve.
Una maggiore flessibilità e libertà nello sviluppo delle attività imprenditoriali si può ottenere riducendo la discrezionalità della Pubblica Amministrazione, la quale identificherà regole certe e valide per tutti, evitando di valutare le situazioni di volta in volta e con criteri diversi.
La riqualificazione delle imprese potrà essere agevolata attraverso convenzioni con gli istituti di credito per l’accesso a fondi di garanzia per i quali sarà la Pubblica Amministrazione a fare da garante.
Le attività economiche che prevedono di incrementare la propria produttività e di conseguenza garantire maggiori e migliori livelli occupazionali devono avere la possibilità di ampliare le loro strutture logistiche all’interno di regole certe ed uguali per tutti e nel rispetto del decoro e dell’ambiente.
Le associazioni di categoria, riconosciute come imprescindibile corpo intermedio che può fare da cerniera tra i propri associati e la pubblica amministrazione, sono chiamate ad impegnarsi nell’elaborazione di un codice etico di autoregolamentazione, che escluda dalla sana competizione tra imprese, l’utilizzo improprio del capitale umano impegnato in azienda.
Sarà quindi un obiettivo prioritario la rivalutazione del patrimonio di piccole e piccolissime aziende che operano nella nostra città. Nel concreto dovrà trovare piena applicazione l’art. 8 della legge Bersani, con sgravi fiscali e premi in cubatura che consentano la riqualificazione delle attività secondo la Legge Regionale 41/97. Per esempio la possibilità di elevare ai piani superiori la superficie di vendita, come previsto dalla legge, darà maggiore respiro alle categorie interessate che attualmente sono compresse da regolamenti comunali farraginosi ed obsoleti.
Potranno essere considerate premiali forme di riqualificazione ambientale delle aziende quali l’adesione all’Agenda 21 e carta di Alboorg o più semplicemente la minimizzazione dell’impatto sul territorio favorendo forme di mobilità alternativa programmata (mezzi pubblici, mobilità lenta, car-pooling e l’adozione del mobility manager per le aziende più grandi).
Vanno fortemente valorizzati i centri commerciali naturali di cui va salvaguardata la peculiarità e bloccata la costruzione di nuovi ipermercati e di nuovi grandi spazi commerciali. In via sperimentale si potrebbe indire un concorso d’architettura per la copertura con volte trasparenti mobili di Corso f.lli Cervi e viale Ceccarini in maniera che in posizione chiusa si possa creare un microclima che consenta la praticabilità dei viali anche col brutto tempo. In questo quadro devono anche essere rivisti gli arredi urbani (ad esempio via S. Martino e via Dante) che stanno mostrando segni di forte invecchiamento ed abbruttimento. Passata la sbornia (la moda?) degli arredi di superficie facilmente deperibili, è necessario riconsiderare i luoghi del passeggio e del commercio in termini maggiormente strutturali ed urbanistici.
