La sfida educativa
Il disagio e la fragilità che contraddistinguono le nuove generazioni attribuiscono al tema educativo, oggi più che mai, una valenza decisiva e strategica.
La Costituzione Italiana assegna alla famiglia la responsabilità dell’educazione dei figli; ma la famiglia non può essere lasciata da sola di fronte ad un compito di tale delicatezza, ha bisogno di aiuto nell’assolvimento di un tale dovere, fondamentale per ogni società in evoluzione.
“Per far crescere un ragazzo ci vuole un villaggio”.
E’ proprio per questo che gli Amministratori della città-villaggio sono chiamati ad aiutare le famiglie nell’ambito delle loro responsabilità derivanti dalla gestione della “cosa pubblica”.
Compito primario della Pubblica Amministrazione è sussidiare, con il proprio operato, la funzione educativa della famiglia e di tutte le strutture preposte a tale ruolo. Uno degli strumenti in suo possesso è proprio il potente mezzo della Comunicazione, con la quale deve impegnarsi a trasmettere messaggi sobri e positivi, rafforzando i valori sociali e comportamenti idonei ad una collettività civile.
Nell’ambito delle strutture dedicate alla formazione dei giovani diventa di fondamentale importanza il sostegno, anche economico in rapporto alle esigenze, delle “agenzie educative” intese come tutti quei luoghi dove si affronta il ruolo di “educatori”, e quindi, in primis la scuola pubblica e quella paritaria, gli oratori e tutti i progetti validamente comprovanti l’azione educativa.
Un forte impegno deve essere profuso per la manutenzione e il decoro degli edifici scolastici: la cura dell’immagine della scuola è il primo messaggio educativo che i ragazzi percepiscono. Il piano dell’edilizia scolastica va completamente rivisto e riprogettatto in accordo con le istituzioni scolastiche, le famiglie ed i quartieri interessati. Nella nostra realtà, ad esempio, si potrebbe completare la scuola di via Capri, salvaguardare i piccoli plessi, riportare l’Istituto d’Arte alla colonia Bertazzoni, riconvertire le Manfroni nel circuito degli spazi pubblici culturali-educativi, collegare con una pista ciclabile la scuola di S.Lorenzo con il centro del quartiere.
Servizi per l’infanzia
Uno dei temi più delicati per le giovani mamme, sono i servizi proposti all’infanzia. Un valido e concreto aiuto, da parte della Pubblica Amministrazione, è sicuramente abbassare significativamente il costo delle mense scolastiche, incrementare il numero di posti disponibili negli asili, favorire la creazione di nidi aziendali.
Nel caso di realtà più piccole, si può ricorrere alle soluzioni innovative come il “Tagesmutter”, cioè favorire le madri che hanno deciso di rimanere a casa dal lavoro per accudire il proprio figlio e che si rendono disponibili ad accudire i figli di altre famiglie. Il Comune garantirà la formazione degli educatori e la sicurezza. Si favorirà la costruzione di asili in convenzione con i privati utilizzando lo strumento della perequazione urbanistica come per esempio potrebbe avvenire in via Oglio.
Servizi per la famiglia
Uno dei nostri obiettivi primari è quello di istituire un vero e proprio Assessorato alla Famiglia, che possa fornire un sussidio completo ed articolato con particolare attenzione ai nuclei familiari con prole numerosa.
Proponiamo una visione ed un approccio unitario del servizio sociale che superi l’attuale frammentazione, mettendo in campo significative sinergie con le associazioni di volontario, le istituzioni scolastiche, le strutture sanitarie, le associazioni di categoria, le forze dell’ordine. Una sorta di “Sportello Unico” per la famiglia, dove il Comune assume il ruolo di “regista” delle azioni di aiuto e tutela che la società nel suo complesso può esprimere.
Sarà tutelata la vita in tutte le sue fasi, dal primo concepimento fino alla morte naturale; verrà riconosciuta e promossa la struttura naturale della famiglia quale unione fra uomo e donna basata sul matrimonio e difesa dai tentativi di renderla giuridicamente equivalente a forme radicalmente diverse di unioni.
Educazione alimentare ed i Gruppi di Acquisto Solidale
Un tema a noi caro, pone l’attenzione sulla corretta educazione alimentare, con la riscoperta dei sapori stagionali e genuini. Incentivando la produzione locale e la possibilità di vendita diretta dei produttori ai consumatori finali, senza intermediari di sorta, si raggiungono obiettivi fondamentali per la microeconomia del nostro territorio, da una parte i produttori che sono in grado di vendere direttamente i propri prodotti, dall’altra i consumatori che possono acquistare a prezzi più convenienti prodotti genuini.
In questa realtà, il Comune assume un ruolo di facilitatore, mettendo a disposizione i locali e le strutture necessarie per attivare il servizio.
