La viabilità
Nuovo piano del traffico
Ogni crescita demografica comporta necessari e sostanziali cambiamenti nella viabilità locale. Se pensiamo alla natura turistica di una città come Riccione, questo assume proporzioni tali da richiedere un piano organico e strutturale, evitando le improvvisazioni, più o meno creative, che hanno caratterizzato la mobilità della nostra città fino ad oggi. Serve finalmente un nuovo e vero piano del traffico.
Il primo obiettivo da perseguire dovrà essere il decongestionamento delle vie cittadine, con la riduzione dell’inquinamento atmosferico ed acustico, salvaguardando, ove necessario, le politiche commerciali.
Gli obiettivi a breve termine prevedono interventi relativi alla nuova statale SS16 e la terza corsia dell’autostrada. A lungo termine prevediamo di conseguire l’interramento della linea ferroviaria, come già concretizzato in altre città italiane, e la realizzazione di una tratta stradale Venezia-Orte per collegare la nostra città direttamente con l’Europa centrale senza passare per il nodo di Bologna.
Il nuovo studio del servizio pubblico dovrà privilegiare l’utilizzo di mezzi di ridotte dimensioni (i cosiddetti “pollicini”) ed a più alta frequenza che possano mettere in collegamento diretto ed efficace i diversi quartieri della città per formare un unicum urbano coerente. Gli studiosi ed esperti del settore indicano nel sistema cosiddetto “circolare” un ottimo metodo per la soluzione del problema.
Una particolare priorità andrà posta al decongestionamento dell’asse a mare Torino-Milano-D’Annunzio, oggi sovraccarico oltre ogni livello di sopportazione. Per raggiungere questo obiettivo prevediamo una serie di “parcheggi scambiatori” dislocati alle porte della città, serviti da un sistema moderno di trasporto pubblico che potrebbe proseguire anche oltre i confine comunali.
In questo quadro si colloca lo spostamento del bus terminal, dalla sua attuale collocazione, alla zona Terme, in modo da consentire una nuova progettazione ambientale per piazzale Curiel, comprendendo anche la cosiddetta “cacetta”.
Elemento qualificante e prioritario sarà la soluzione dell’attraversamento di viale Ceccarini: ove tecnicamente possibile sarà privilegiata la soluzione che interra le macchine e lasci continuità alla passeggiata.
No al TRC
Il progetto relativo alla metropolitana di costa è sicuramente da bloccare in quanto non rappresenta una soluzione ai nostri problemi di viabilità, anzi li peggiora perché crea una nuova barriera che taglia in due la città e non collega i punti nevralgici attrattori di traffico, primo fra tutti l’aereoporto.
Multe e parcheggi
E’ ormai impossibile andare in città e trovare dei parcheggi gratuiti. Spesso il parcheggio diventa una tassa impropria anche per brevi soste di necessità. A questo scopo realizzeremo un posto a pagamento alternato con uno libero e istituiremo il biglietto di cortesia. Abbiamo inoltre intenzione di studiare una parking-card per i cittadini residenti; Consiste in un tagliando con disco orario associato alla targa della macchina che dà la possibilità di parcheggiare un’ora senza pagare anche sulle strisce blu. La card può contenere anche logo pubblicitario, come contributo per la copertura delle spese sostenute dall’Amministrazione Comunale.
Introduzione di biciclette ed automobili comunali
Saranno messe a disposizione biciclette pubbliche utilizzabili mediante tessere magnetiche, come già sperimentato con successo in altre città italiane. E’ inoltre allo studio un pacchetto di soluzioni che prevedono la condivisione di automobili comunali (car sharing) dislocate nei vari quartieri e da utilizzare all’occorrenza, sempre con schede magnetiche ed a prezzi molto bassi.
La manutenzione di strade e marciapiedi
Si devono fortemente incentivare le somme da destianre al piano di manutenzione di strade e marciapiedi, che purtroppo in molte zone della città sono in condizioni disastrose, diventando spesso causa di incidenti anche gravi.
