Una casa per tutti
Uno dei nostri valori fondamentali si basa sul diritto alla casa per ogni cittadino.
Noi prevediamo di perseguire una forte politica sulla casa, orientata a calmierare la speculazione edilizia e finalizzata a creare, per i giovani, i pensionati, e le giovani coppie, maggiori opportunità di acquisto della propria abitazione, consentendo loro di rimanere nel territorio dove sono nati, senza dover emigrare nei comuni limitrofi.
Gli interventi verranno realizzati mediante un piano strutturale che tenda ad evitare la costituzione di quartieri “dormitorio” e incentivare la ristrutturazione del tessuto urbano esistente che assicura la vicinanza dei servizi, rivitalizzando i singoli quartieri ed integrando le diverse fasce di popolazione.
Per agevolare l’accesso al credito per i mutui “prima casa”, è allo studio una soluzione che preveda la convenzione con la Banca Etica per il finanziamento dei mutui sociali, nei quali l’Amministrazione si possa offrire come garante.
Ripristino degli indici edilizi
Nel RUE (nuovo piano regolatore) recentemente approvato, vengono abbassati tutti gli indici di edificabilità di ogni singolo lotto urbano. Questo fatto produce una riduzione della possibilità di eventuali piccoli ampliamenti (per esempio a seguito della nascita di un figlio) delle abitazioni di migliaia di famiglie riccionesi, e di conseguenza anche un abbassamento del valore delle case che tante persone hanno costruito con fatica e sacrifici.
L’attuale strumentazione urbanistica ha voluto favorire la grande speculazione immobiliare, che ha già messo gli occhi sugli ultimi terreni liberi della città.
Noi riteniamo che questo meccanismo squalifichi profondamente la nostra città, privandola di una dimensione più umana e assimilandola alle grandi metropoli spersonalizzate e cementificate.
Noi intendiamo sospendere il consumo estensivo di nuovo territorio, agendo invece sulla riqualificazione, mediante la ristrutturazione-recupero della città esistente. E’ nostro progetto riportare gli indici di edificabilità ai livelli precedenti, e rendere ancor più efficace il riuso dei sottotetti, o la possibilità di piccoli ampliamenti per comprovate necessità familiari, quali ad esempio la nascita di un figlio, la necessità di accudire un anziano, una stanzetta per lo studio o il gioco per i ragazzi, ecc.
Tali interventi dovranno essere comunque realizzati rispettando il decoro urbano e dell’ambiente, oltre che la legislazione civilistica ed antisismica esistente.
In questa logica, si inserisce pienamente il “piano casa” in corso di redazione da parte del governo centrale, e di cui chiederemo alla Regione un immediato recepimento.
Interventi ecosostenibili
Nell’ambito degli interventi ecosostenibili, che guardano da una parte all’ambiente e dall’altra la sostenibilità delle soluzioni, stiamo mettendo a punto un regolamento chiaro ed esaustivo che preveda la riduzione degli oneri di urbanizzazione per quei Cittadini che mostrino una migliore sensibilità verso le risorse naturali, riducendo in modo oculato i consumi di acqua, e ricorrendo alle fonti energetiche alternative, al fine di ridurre il ricorso ai combustibili fossili. La Pubblica Amministrazione provvederà a rilasciare una certificazione di ecocostenibilità, alla quale farà seguito la riduzione degli oneri di urbanizzazione.
